Id say you just need a card each turn for this card to be very good

This legendary artifact isnt nearly as impressive as the creature it memorializes, but its still pretty sweet
Take Damage to Gain Advantage: Since a Control deck has limited ability to race with you if you get low on life, you have increased license to trade damage to yourself for advantage
Watch out though Cogsworth doesnt have resist himself, meaning you are likely going to want to leave him readied so that your opponents can only take him out with a Be Prepared or by spamming Grab Your Sword and Tinker Bell Giant Fairy
As an MTG card, this puts it in similar company with budget reanimation spells like Miraculous Recovery, though with the artifact flexibility that allows it to be sacced for other purposes if no longer relevant for that turn
