The rest of its text box is gravy, but it's very tasty gravy
Zombie decks are great at flooding the board with tokens, and this spell upgrades all those shambling 2/2s into random zombies from your deck
But yeah, without that, this card is not good enough
Obviously these may be a miss for your format for other reasons (power, archetype mismatch, rarity, don't run planeswalkers etc) but here's a few that I found interesting, divided by broad category rather than color: While I'm still not done reading Cosima, God of the Voyage (I'm on chapter 2, the language is a bit dense) these cards are ones I do like both sides of

Mutant Menace The kind of deck that elicits a collective groan at any table, Mutant Menace is another Fallout deck, but one thats far less wholesome than the last entry on this list
