It's very strong in loads of places and I added it to my Izzet colored planeswalker deck built around Phyrexia: All Will be One's Ovika, Enigma Goliath for you folks which hasn't been published yet

If they have copious amounts of graveyard hate, you can move away from Witchs Oven and Cauldron Familiar as well
Since so many Blue spells only cost one mana, you'll be able to bounce multiple cards a turn, generally while drawing cards to replace the spells cast
