Although Mitsuhiro Aritas original artwork (as can be seen on the earlier Japanese print) was with Yellow Cheeks due to the lightning bolts in the artwork, WotC employees thought the cheeks were supposed to be red since its Pikachu, so they changed it without Mitsuhiro Aritas permission
If youre trying to break it, then its clearly nonsense with extra-turn effects while also just being generally useful, though I kind of just like this in any Cube where doing wacky and fun stuff is your goal more than presenting a balanced play environment
