What is the rarity of this Mismagius ex card

The most persuasive argument I have heard for this card is simply that it is not always great but when it is it is the best card in your deck

I count: 39 lands and Pantlaza, Sun-Favored, Ixalli's Lorekeeper, Drover of the Mighty, Marauding Raptor, Otepec Huntmaster, Atzocan Seer, Ranging Raptors, Topiary Stomper, Wayward Swordtooth, Farseek, Rampant Growth, Thunderherd Migration, Cultivate, Migration Path, Sol Ring, Arcane Signet, Progenitor's Icon, Regal Behemoth 57 mana

Active discussion around Phantasmal Flames focuses heavily on this card

It won't transform while on the battlefield except in some very unusual circumstances (or as they're called on Innistrad, circumstances)

6 Wheel Of Fortune (Judge Promo G10, 7) $1,470.47 Selling For A Fortune Judge promos are some of the most scarce cards in all of MTG as the only way to obtain them is by being an official judge in the Judge Gift Program
