You can be much more sinister though, combining Flying Men variants with extra turn spells to hoard all the extra draws for yourself
Not every blue deck will try to squeeze a Pilaf or two, but the card is extremely powerful, as two more cards in hand could be the decider of whether you live one more turn or not
It gives you whatever mana you need to cast a legendary creature, then lets you leverage the legends you have in play to fix your mana for other spells
That means your opponent has to spend two spells if they want to do something, one removal spell to blow up the Barricade and then whatever their intended spell is
Finally, Chapter III transforms Fable into Reflection of Kiki-Jiki, a 2/2 Creature that can create a temporary copy of another Nonlegendary Creature you control for just one mana
It could be as low as 13 percent, but all things considered, over the long-haul, 15 percent seems about right
